The hours you actually charge clients for, as opposed to all the hours you work.

Billable hours are the part of your working time that a client pays for. The rest, such as proposals, invoicing, marketing, learning and admin, is real work that nobody pays for directly. A freelancer who works 40 hours a week and bills 24 has a billable share of 60%.

Billable hours are the denominator of a freelance rate. The annual revenue you need divided by the billable hours you can realistically bill gives the hourly rate, so a lower billable share means a higher rate for the same income.
